William Dale “Billy” Waters, age 84, of Scotland Neck, passed away on July 2, 2020 at his home.
Billy was born on February 23, 1936 to Charles and Leona Waters in Halifax County, NC. He served as an Air Policeman in the United States Air Force while stationed in England. Billy owned and operated Stillwaters, Inc, a hog farming operation, until his retirement. He married Jean Dickey Waters on September 6, 1983 and they enjoyed 36 years of marriage. Billy was a devoted member of the Scotland Neck United Methodist Church, best known to the children as “The Candy Man”. He loved playing golf as long as his health allowed. Billy had an upbeat spirit that he always shared with others. He loved Psalm 103 that begins “Praise the, Lord, O my soul;” and that is exactly the way Billy lived his life.
Billy is preceded in death by his parents and all of his siblings. He is survived by his wife, Jean, of the home; two sons, William Waters of West Palm Beach, FL and Dean Waters of Atlanta, GA; many nieces and nephews; and a very dear caregiver, Vetta Rowe Thomas, their angel.
**Please note change in service** A Celebration of Life Graveside Service will be held Monday, July 6, 2020, at 3:00 pm at the Baptist Cemetery in Scotland Neck with Rev. Dusty Sprouse officiating. Per the family’s request, face coverings will be required.

So sorry to hear that Mr. Billy has died. My thoughts and prayers are with you and the family. My mom was Ruth Lovegrove (Joe) and I was raised in Scotland Neck.
Jean I am sorry to read about this online. This morning I was urged to search and see if I could find anything. It is a great loss to have never met Billy. I am very sorry to hear about Mr. Billy’s passing but maybe he is not suffering here anymore and is with the Lord i pray. Guess he’ll still be keeping an eye on the tobacco crop though as he always enjoyed doing (lol) and he will be watching the
Christmas lights with you still and enjoying them; hold on to the good times and memories you shared. I know God will give you the strength you need; just seek Him. God Bless
